Introductions and Welcome: Mary Weaver Chairman; in attendance were Milwaukie Police Capt. Dave Rash, Councilman David Hedges, Pat DuVal our city staff liaison, Principal Curtis Long of Campbell Elementary, Vicki Chambers Director of Elementary Programs at NCSD, Frank Lamp representing Milwaukie Community Club, HCNDA Secretary Linda Hedges, HCNDA Treasurer David Aschenbrenner, HCNDA Parks Coordinator Sarah Smith, and approx.
Announcements: Councilor Hedges reported that the Officer of the Year Dinner will be March 24th 6pm and tickets are still available for $17 each. Contact him after the meeting or 503-343-0022. PSAC and the Milwaukie Public Safety Foundation partner on this project with American Legion Post 180. The American Legion will also be sponsoring the Officer of the Year in State competition. Link to On-Line ticket sales: http://www.milwaukiepsf.org/dinner Linda Hedges advised that there were Emergency Preparedness brochures and hand-outs on the table at the door and requested that everyone make sure they had their 72-hour kits ready and that their families had made plans on how to function during and after a disaster. Action: Write Thank you card - Linda Hedges Councilor Hedges, Chair Weaver and Treasurer Aschenbrenner explained that because of the poor condition of the road the NDA and city over the past 2 years had pursued making changes to the school zone and speed limits on Railroad Avenue. Linda Hedges reported that the HCNDA officers have compiled a report on the Campbell neighborhood's traffic and safe walkability issues that was submitted in February. Action: Linda Hedges
City Snow Plan: The City has posted on its front page of its website the routes that snowplows will cover during a snow event. Neighbors were reminded that they will not plow local streets, only the main streets. Lengthy discussion ensued over whether there was a way to make sure that elderly and disabled who need help during winter emergencies have a way to get help. The Milwaukie Senior Center will be called to see if there they have a plan that we could publicize that does this work. Action: Linda Hedges Linda Hedges advised that there is also a real issue with dog excrement all over the playground. Transportation Safety Projects: Linda Hedges has completed and submitted to City Engineering the required paperwork requesting funding for three different projects in our neighborhood: a) Stop signs at 44th and Jackson; b) Children playing signs on Home Avenue near Homewood Park; and c) a pathway on the east side of Home Avenue from Guido Bocci to Hunter Court. Linda Hedges asked whether PSAC could more thoroughly investigate whether there is a plan that can be made public for an emergency refuge for the neighborhoods. Action: Linda Hedges, Mary Weaver Introductions and Welcome: Mary Weaver, Chairman; in attendance were Linda Hedges, Secretary; Pat Duval, City Staff Liaison; Milwaukie Police Officers John Truong and Chief Robert Jordan; Beth Kelland representing the Citizens Utility Advisory Board and 3 other neighbors Linda Hedges is chairing the project. Linda Hedges suggested we might consider proposing a long-term plan of improvement for Home Avenue that uses Sustainable Street Design, including traffic-calming measures such as plant islands, narrowed lanes with curbs and bioswales, and roundabouts. No action to be taken at this time. Jeff Louden, Linda Hedges and Mary Anne Richardson attended from our neighborhood.
