Pennsylvania Partners Executive Director Linda Blake expressed grave concern over the legislation, which targets $3.8 billion worth of cuts in job-training programs. Beginning on July 1, all funds for programs falling under the Workforce Investment Act of 1998 would be zeroed out. The plan also rescinds $175 million in current program funding.

"These cuts would have a dramatic and immediate effect on workforce efforts across the country and across the state," Blake said.
"We are conducting a survey of our 22 WIB members about how H.R. 1 would impact their local programs," Blake said. "Two-thirds of the Boards have responded so far, and they are all indicating they would have to either severely cut services or close their doors altogether. In the areas these Boards represent, more than 50,000 visits are made each month to the local CareerLinksĀ®. The number of visitors is actually significantly higher when you consider that we're still waiting to hear from a third of the state's Boards."
The unemployed aren't the only ones who would feel the pain from these cuts, Blake said. Employers looking to these programs for worker pools would have to invest their own time, energy and money into new and, in many cases, duplicative workforce development efforts. For small businesses struggling to recover from the worst economic recession in a generation, this is an investment that could prove too much to bear. Over the last three years, more than 23,000 employers have received services and 65,000 individuals have been hired.
"If Congress' true aim is to get people back to work and reduce the staggering unemployment problem in this country, its members should seriously reconsider the elimination of these funds," Blake said.
