Leon Wessels, the SAHRC's commissioner, said that the state had not discharged its responsibility in terms of the constitution once it put people in houses.
"It's important to try to assist people who do have houses to keep them in their houses," he said.
"Local authorities have a greater role to play in this regard and need to be more active in the process to ensure the elderly, children and the homeless have alternative accommodation."
However, Wessels stressed that the objective of the SAHRC hearings and the release of the report was not to "name and shame" but rather to be constructive.
He said the biggest challenge was to get major stakeholders to grapple with the issues raised in the report, because poor people could not stand up to political, economic or any other kind of power unless they were assisted.

LEON WESSELSFrom the 1970s on, Leon Wessels was a prominent white political activist. He initiated dialogue between the Afrikaans "Studentebond" and the predominantly black South African Students Organization. Wessels was central to the post-apartheid negotiation process and was appointed Deputy Chairman of the Constituent Assembly, which was responsible for writing a new constitution for South Africa.
