Leon Wessels, the SAHRC's commissioner, said that the state had not discharged its responsibility in terms of the constitution once it put people in houses.

stressed that the objective of the SAHRC hearings and the release of the report was not to "name and shame" but rather to be constructive.He
said the biggest challenge was to get major stakeholders to grapple with the issues raised in the report, because poor people could not stand up to political, economic or any other kind of power unless they were assisted.
