Captain Lei became a master for COSCO Shanghai in 1979.
After a combined 14 years at sea, Captain Lei joined COSCO Shanghai in 1985 as deputy general manager.
In 1992 he moved to COSCO's head office as deputy general manager and general manager of Penavico, and in 1993 was appointed vice president of the COSCO Group.
From 1996, Captain Lei was Chinese general manager of the Chinese-Polish Joint Stock Shipping Company, as well as special Asian representative to the Navigational Law Expert Meeting of the United Nations Conference on Trade and Development, delegate of the board of the United Nation's World Maritime University at Malmö in Sweden, vice chairman of the China Maritime Law Association, and arbitrator of both the China International Economic and Trade Arbitration Commission and the Maritime Arbitration Commission.
Captain Lei also functioned as chairman of the board of a number of COSCO's provincial subsidiaries, including in Jiangsu, Jiangxi, Hunan, Zhejiang, and served as director or vice-chairman of the board for Ping An Insurance, Huatai Insurance, the China P&I Club, and several P&I clubs from the UK.
Captain Lei is currently an arbitrator of the China Maritime Arbitration Commission and guest Professor at the Dalian Maritime University, the Shanghai Maritime University and the Qingdao Ocean Shipping Mariners College.
has published in over 300 domestic and international magazines, and has contributed to various other publications.
Captain Lei has considerable practical experience in handling all kinds of maritime and cargo carriage accidents.
