Larry Seckington, Legal Counsel for Grace Entertainment Inc., addressed the Emmetsburg City Council Monday night.He wanted to fill in local officials following the April 25th deat of company founder, Bill Grace.Emmetsburg City Developer Steve Heldt says Seckington wanted to let officials know the project is still a go.Seckington was glad the moratorium on new licenses was removed, but the $5 million fee licenses and other expenses will drive up the price tag on the project.

"In our industry, there's always interest in expanding," said Larry Seckington, a spokesman for Grace Entertainment of St. Joseph, Mo., the company that owns and operates Lakeside Casino Resort in Osceola.The privately held company has reached an agreement with Palo Alto County to bring in a casino and build a hotel there if the moratorium is lifted.The company also is exploring a casino on the Cedar River in Cedar Rapids and has discussed reopening the Waterloo greyhound racetrack with a casino."There are limited areas that are not served or are underserved," Seckington said.

Larry Seckington, legal counsel for Grace Entertainment, said the referendum will need to pass with a 70 percent positive vote for the state to think seriously about breaking a moratorium and granting the license for the boat. With other referendums under consideration in neighboring Worth, Dickinson, Franklin, Cerro Gordo and Buena Vista counties, the chances of Five Island Lake floating a casino are slim and depend totally on the winning margin here and in those counties, said Seckington. ‘‘We know the other side will be out there in force," he said of the ministerial association members. The opposition feels the same way, according to the Rev. David Moore, pastor of St. John Lutheran Church in Cylinder. ‘‘I sincerely hope there is a good turnout of Christians at the poll Tuesday voting no on the measure," he said. Moore also said that there is very little organized opposition to the gambling issue except a mailing to county residents from the ministerial association. ‘‘The gambling industry has a lot of money to throw at the issue," said Moore, adding that he has seen no signs against the boat. Moore said he hopes that the margin of victory won't be enough to attract the state's attention to Palo Alto County.He has heard that Cerro Gordo, Buena Vista and Franklin counties are also in the running. ‘‘Franklin County is considering putting a boat on a pond at the junction of I-35 and Highway 3," he said. Tom Alger, Emmetsburg's development director, and Seckington disagreed with the ministers.
