Director of Evaluation As the Director of Evaluation for the Pathways Fund, Lance guides and supports organizations in their efforts to improve their programs, assess their impact, and increase the caliber of evidence for the effectiveness of social program investments. Lance is moved by the notion that attention to data and evidence can improve the effectiveness of social programs. Done right, the benefits of measurement can exceed the costs. He's trying to maximize the credibility and utility of measurement and evaluation while minimizing the burden and confusion. Just before coming to New Profit, Lance had started his own consulting firm, but soon found New Profit absorbing all his time so he joined the team instead. Prior to that he was a Senior Program Officer at the Bill and Melinda Gates Foundation, where he led measurement and evaluation efforts in two units, US Program Advocacy and US Education. He also managed evaluations of a range of the Foundation's efforts in education, communications, and policy. Prior to Gates, Lance was Director of Health Communication Research at Westat, a social science research firm. There he led many evaluations of health promotion and disease prevention campaigns, including VERB. Before Westat, Lance was founding Director of Evaluation at the Corporation for National and Community Service. Lance built the Corporation's outcome monitoring efforts, infused measurement into program management, and initiated studies of the national service programs. Lance began his career developing education assessments and developing evaluation technical assistance materials. Lance lives with his wife and two sons in Washington, D.C. If he wasn't busy changing the world with evaluation, he'd be cooking. Unless he had a lot of money, in which case he'd be traveling around the Mediterranean, eating.

He currently serves as Director of Evaluation for New Profit Inc.'s Social Innovation Fund and advises New Profit on evaluation for their other investment funds. He also works with a range of other clients on evaluation strategy, research design, and knowledge application. Prior forming a consultancy, Lance was a Senior Program Officer at the Bill and Melinda Gates Foundation, where he led measurement and evaluation efforts in two units, U.S. Program Advocacy and U.S. Education. He managed evaluations of a range of the Foundation's efforts in education, communications, and policy. Prior to Gates, he was Director of Health Communication Research at Westat, a social science research firm in the Washington D.C. area. There he led many evaluations of health promotion and disease prevention campaigns, including CDC's VERB campaign. Before Westat, Lance was founding Director of Evaluation at the Corporation for National and Community Service, the federal domestic community service agency. Lance built the Corporation's outcome monitoring efforts, infused measurement into program management, contributed to agency strategic planning, and initiated dozens of studies of the national service programs. Early in his career Lance developed high-stakes education assessments and provided evaluation technical assistance. Lance's areas of program expertise include various areas of K-16 education, health communication and media campaigns, community service programs, service-learning, and youth/workforce programming. He has developed and conducted the full range of program research from qualitative research to random-assignment experiments. Lance Potter has spent more than two decades improving the performance of health and education programs by providing them with responsive information captured through tailored measurement. Lance has worked with programs of all sizes, from those serving a single neighborhood to complex national interventions. In every case, he works closely with program managers to determine their strategic measurement goals, and then designs measurement and evaluation activities to meet their needs. Prior to The Potter Group, Lance was a Senior Program Officer and evaluation lead in U.S. Program Advocacy at the Bill and Melinda Gates Foundation, where he directed measurement activities for the foundation's policy and communications efforts in the United States. He also served in the foundation's Impact Planning and Improvement group, which set foundation-wide policy for measurement, learning, and evaluation. Prior to The Gates Foundation, Lance was a Senior Study Director and Director of Health Communication Research at Westat, one of the nation's largest social science research organizations, where he directed numerous studies assessing the outcomes of health communications campaigns. Lance was founding Director of Evaluation for the Corporation for National and Community Service, the community service agency that includes AmeriCorps. In helping to establish the agency, he developed evaluation policy, directed evaluations of dozens of federal community-service initiatives and led evaluation technical assistance efforts for thousands of non-profit grantees. Earlier in his career, Lance developed graduation and teacher certification examinations and provided evaluation technical assistance to State Education Agencies while working with IOX Assessment Associates. At the Center for Applied Linguistics, he conducted research on the acquisition of reading skills and managed language preservation grants. Lance holds a Bachelor's Degree in Anthropology from The American University and Master's Degree in Linguistics (ABD) from the University of Southern California. He lives with his wife and two children in Washington, DC.

The Johnson Center welcomes an addition to The Grantmaking School, Lance Potter, as an instructor for The Grantmaking School's newest course on evaluation. Lance is a measurement and evaluation consultant with more than 20 years experience turning data into knowledge for health, education, and social programs.
