Although it's late in the season to be asking for caps, Mello said, harbormaster Sam Paterson and harbor clerk Kim Devlin are currently working on a regulation book that will determine the maximum size of boats allowed on the beaches.
Devlin said the situation was unique. "We had never encountered a transfer to someone who wasn't prepared to put a boat on the mooring," she said.
