Kevin Popson, vice president ..., 3 Aug 2001 [cached]
Kevin Popson, vice president of development and project management at Hamlin Plantation, where homes fall between and above that range, admitted sales have been slow this summer. He said Mount Pleasant's new permit allocation policy helped create the glut. The policy, implemented Jan. 1, limits residential building permits and is intended as a growth-controlling measure.Popson contends that Mount Pleasant builders, fearing that the new policy would hinder their ability to meet demand, were effectively "forced" to flood the town with permit requests before the policy went into effect."Local builders rushed out at the end of October to get everything they could," Popson said."So now we have all these new houses, and the buyers aren't there.I'm convinced that has hurt us."Saila Toropainen, a town planner, agreed that there was a "gold rush" in October for permit applications. But she disagreed with Popson's contention that the event had anything to do with the current inventory buildup."Just because you have a building permit doesn't mean you have to build," she said."The builders decided to do that on their own."
