Kevin Kephart has served as Vice President for Research at South Dakota State University since 2005. His duties and responsibilities include research administration, research compliance, technology transfer, and business development. Kephart has led national efforts since 2001 to establish the Sun Grant Initiative and he advocates for research and education programs regarding ag-based renewable energy conducted at land grant colleges and universities. He is a Professor in the Department of Plant Science at South Dakota State University. Kephart received a Ph.D. in crop production and physiology from Iowa State University in 1987. His dissertation research focused on solar effects on growth and cell-wall development in perennial grasses. Between 1998 and 2005, he served as Associate Dean of the College of Agriculture and Biological Sciences and Director of the South Dakota Agricultural Experiment Station.

Members of the Biomass Research and Development Initiative Technical Advisory Committee provide expertise in the field of biomass energy and assist the U.S. Department of Agriculture and Department of Energy in fulfilling their obligations for a section of the Farm Bill called the Biomass Research and Development Initiative.
U.S. Department of Agriculture Secretary Tom Vilsack and Department of Energy Secretary Ernest Moniz appointed Kephart to co-chair in May.
