One phase of the development plan includes extending Kingsland Boulevard west to connect with Pederson Road.
It also includes the first leg of construction on the Katy-Fulshear Parkway to run south from I-10 to FM 1093.
Conceptual drawings of the Young Ranch community also show nearly 15 acres south of Kingsland and west of Pederson as set aside for an elementary school.
Kerry Gilbert said Katy ISD has already agreed to purchase that land for the school.
The area across from the convention center complex will be zoned for commercial and light residential use.
A strip of commercial zones to the west of the convention center complex will be reserved for restaurants, Gilbert said.
The commercial zones will be flanked by an office park on the west and a high-density residential zone on the east, Gilbert said.
"We looked at what makes a convention center and hotel successful, and to make those things successful you need an office district, high- and low-density residential districts and some retail, "Gilbert said.
