Kennetha Sawyers, director of the Metro Nashville Police Department's Office of Professional Accountability, said citizen review boards often end up being too easy on officers accused of wrongdoing.
Sawyers' office investigates 100 to 140 complaints against Nashville police officers every year. Typically, she said, they find the officer did something wrong about 40 percent of the time. "They simply don't know the process," Sawyers said.
