is chair of the firm's Environmental Law Group.She has more than fifteen years of experience in the area of environmental law, serving as legal counsel to the United States Environmental Protection Agency in Boston and the Rhode Island Department of Environmental Management. Ms. Beaver formerly served four years as counsel for Save The Bay where she drafted legislation, initiated actions and developed policy on a variety of activities with the potential to impact Narragansett Bay.As legal counsel to the United States Environmental Protection Agency (EPA) in Boston, she represented EPA in Superfund enforcement matters, including negotiating settlements, working with the Department of Justice in litigation, and addressing issues of corporate liability, sovereign immunity and property law.Ms. Beaver served as counsel for the Rhode Island Department of Environmental Management (RIDEM) for over ten years.As Assistant Director and Chief of Legal Services at RIDEM, she created, evaluated, supervised and implemented substantive environmental policies and laws.Ms. Beaver served as lead counsel on major cases, conducted mediation, drafted and reviewed briefs, and represented the State in Federal regional enforcement matters.She
has an in-depth understanding of the administrative agency perspective and has represented the State in both permitting and enforcement cases concerning solid waste, hazardous waste, wetlands, individual sewage disposal systems and numerous water and air issues.Deeply committed to the process of mediation, Ms. Beaver initiated a pilot program during her tenure at the Rhode Island Department of Environmental Management in an effort to resolve conflicts as a cost-effective, expeditious alternative to litigation.
The program was designed to focus use of limited resources in enforcement cases involving wetlands and ISDS issues.Ms. Beaver's
continued advocacy of mediation options for clients supports the firm's sensitivity to reducing clients' legal expenses in today's litigious marketplace.
