A previous contract, negotiated in 1995, was adequate, according to Chelmsford Telemedia President J. Kelly Beatty, who said Chelmsford's community-access television "qualified as a true community resource ... something of a model to other communities."
However, according to Beatty
, a $300,000 grant from Comcast
(then AT&T Broadband) for equipment had not been nearly enough Chelmsford Telemedia
has spent more than $500,000 on equipment since the grant was given.
Even so, he
said, the equipment in local television production studios is almost as old as the grant.
