Board members appointed Superintendent Keith Horner as its representative during Tuesday's board meeting, authorizing him to act on its behalf during the planning, bidding, award and construction phases of the project.
...In the role, Horner is to serve as the board's liaison, participate in planning meetings, review proposals and contracts, consider change orders and amendments, accompany inspectors, consider and approve withholding payments, and consider and approve requests for permits for occupancy. His
authority is limited in that he
cannot approve final plans, schedules, budgets and estimates, cannot bid as part of the project, cannot consider or approve amendments or change orders that substantially modify the contract, should not advise on matters such as techniquests and safety precautions, cannot expedite the work of a consultant or contractor, not participate in specialized testing or inspections, and cannot terminate a contract or any part of it.
With each new design plan approved, building details get a little more detailed, Horner
said schematic designs show what the buildings look like outside and the location of classrooms inside. "It just gets more and more detailed as we go and it will keep getting that way," Horner
