"I'm not asking for money for this,"Superintendent Karen Schulte told the school board Tuesday.
"It's time for the School District of Janesville to take this opportunity for the future of our students," Schulte said.
Schulte said the wage for the position is in line with what other administrators make in the district.
"We know we have decreased funding coming up," she said. "We know that there's a possibility the cap is going to come off school vouchers, meaning that we would lose students and revenue from our schools. This may seem dismal, but we predicted this was coming, and we have prepared for it.
"Part of my job as superintendent is to generate solutions. The expansion of the JIEP program is our opportunity to mitigate these external forces. This is about being in control of our own destiny," Schulte said.
Schulte shared the Janesville International Education Program's operational plan for the next five years with the school board Tuesday night. The board chose not to vote on the plan itself but only on the creation of the two positions.
Schulte mentioned that partnerships in China, Russia, Finland and Abu Dhabi could lead to large increases in revenue for the district.
"I believe JIEP is on the cusp of growing exponentially given the adequate resources," Schulte said.
According to figures provided by Schulte, the district is expecting to have 10 international students in Janesville schools in 2015-16 and between 60 and 73 international students in 2016-17.
The district would earn $14,000 in tuition and $10,000 for room and board for each international student enrolled for a full school year.
Schulte said she "certainly wants guaranteed money to continue the hire on revenue" but that the "relationship with Abu Dhabi is in its infancy" and it is unclear what the agreement will end up being.
"I'm asking the board to ... devote resources based on projected revenue to realize JIEP's potential," Schulte said.
She said she is not asking the board to approve positions without money behind it but with revenue from the program to cover it.
"We're hiring two positions for 10 students knowing we have 73 students coming in 16-17," Schulte said.
Schulte said student achievement is always the most important thing, and she wants to offer the best possible experience for students in the district.
"Hopefully, someday I will have grandchildren in the district," Schulte said.
Schulte said the 2016-17 school year is a pivotal year for the international program that could lead to "serious" revenue. She said if the district is able to attract between 60 and 73 students, housing options such as dorms and home stays will need to be explored.
"I want to bring revenue in this district for our employees," Schulte said.
"What I'm not interested in doing is sitting back and waiting for the $150 per student (cut by the state) to be restored to our district," she said.

Dr. Schulte was named the Superintendent of Schools for the School District of Janesville in April of 2009 after previously serving the district as Director of Student Services. She received her Masters Degree in Education: Special Education from Drake University in 1987. She was a special education teacher for 12 years, working with students with behavior disorders, learning disabilities and cognitive disabilities. Dr. Schulte was Assistant Principal of Marshall Middle School for two years and Principal at Beloit Turner Middle School where she was also ATODA Coordinator and Free and Reduced Lunch Coordinator. In addition, she is Consulting Editor of Proceedings (Journal of the International Association of Special Educators). Dr. Schulte completed her Doctorate degree in 2007 at the University of Wisconsin-Madison.

JANESVILLE — Shortly after the news broke about the shooting at Sandy Hook Elementary School in Newtown, Conn., Karen Schulte's phone rang.

"I can't tell you how much I appreciated that call," said Schulte, the Janesville School District administrator.
Those officers' faces are familiar in the elementary schools, as well, Schulte said. They often are called into the elementary schools when police services are needed, she said.
