Karen Kelso, R.N., M.S.N., of the state Office of Public Health, organized the "Train the Trainer" program, in which nurses, epidemiologist, and hospital representatives collaborated to train providers. She found that resource and referral agencies, with their comprehensive databases of providers, were able to link the health department to the child care community. She says of Louisiana's efforts: "CCR&Rs are the reason why this is going to work."

State health officials don't track the numbers of West Nile virus cases that also have chronic health problems because a health condition such as diabetes isn't a risk factor for West Nile virus, said Karen Kelso, assistant state epidemiologist with the Office of Public Health in New Orleans."Some of the other (age groups) have that as well. The elderly, just like with influenza, are just more susceptible to complications."

"This does not constitute outbreak by any means …, but we need to be on heightened alert," Assistant State Epidemiologist Karen Kelso said."We've had a mild winter so we expect things to be even more active than last year, although we can't say that for certain." Last summer, the St. Louis strain of the mosquito-borne virus killed four people in northeastern Louisiana and hospitalized 62 others. In the latest case, the man has either West Nile or St. Louis encephalitis and is hospitalized in stable condition. The girl suffered only mild symptoms, and the man, whose condition initially was more serious, has since been discharged from a hospital, Kelso said. The girl had Eastern equine encephalitis, and the Baton Rouge man had either West Nile or St. Louis encephalitis, with tests to determine precisely which one still pending Thursday at the Centers for Disease Control and Prevention in Atlanta. A variety of viruses and germs can cause encephalitis, which is a swelling of the brain. Symptoms include headache, fever, dizziness and slurred speech. The vast majority of people infected with the viruses won't even know it.
