Global warming legislation got little traction during the 2007 legislative session, and that's unlikely to change, said Jurgen Schmandt, a professor emeritus at the LBJ School of Public Affairs, where he specialized in environmental regulation. He said the state should engage in federal carbon policymaking, in part to steer it in a way that won't harm Texas businesses.
