Jurgen Schmandt, Chief Policy Officer, Houston AdvancedResearch CenterE-mail: jas@harc.eduDirector, Center for Sustainable Development, HARC; Professor of Public and Environmental Policy, LBJ School of Public Affairs, University of Texas at Austin.Jurgen Schmandt is in the business of creating non-governmental organizations.He has long worked on water issues on the US-Mexican border.In the early 1990s, he brought together a group of colleagues from New Mexico, Texas and Mexico that planned and established the Rio Grande/Rio Bravo Coalition.He served as the Coalition's Founding Director from 1992-1996.In 1999, working with colleagues from Southern New Mexico, El Paso and Cd.Juarez, he founded the Paso del Norte Water Task Force (http://www.sharedwater.org).He is currently working on the development of integrated basin management for the Rio Grande/Rio Bravo.
