Rusk requested $275,000 for the project, the maximum that can be requested, said Julie Burnfield, community and economic development manager for the East Texas Council of Governments (ETCOG).

ETCOG has a large part in determining who receives the federal grants, Burnfield said.
Cities and counties in the 14 county region ETCOG serves, submit grant requests to the council, Burnfield said. They evaluate each request and prioritize them based on poverty rate, per-capita income, unemployment rate, whether or not the city or county has received funding in the past, and the amount of money the city or county is willing to contribute to the project.
Rusk currently rates number two on their preliminary list. Burnfield said ETCOG has been allotted $2.867 million for these grants. She anticipates that will be enough money to complete 10 projects in East Texas.
Burnfield said ETCOG ranks the requests, but the final decision goes to the Texas Department of Rural Affairs (TDRA). She said since Rusk is number two on their list, they should receive funds.
