Judy Rule, director of the Cabell County Public Library System, said it's a far cry from the "outpost library" that had served the area out of the old Cox Landing Middle School and much more welcoming than the public library operated out of the Cox Landing Elementary School, which had to remain locked for safety reasons.
"It's wonderful to have it open now," Rule said.
"It's great having it available in this community.
It's been a long time coming and I'm so grateful for it to be here."

The library staff will include two full-timers and one part-timer, Rule said, including branch manager Sarah Daugherty.
