He is the founder and president of Quigley Scientific which he started in 1993. His skills have been applied to many important developments and critical problems from companies and government agencies totaling more than 70 organizations. He is considered an expert authority in several areas involving mechanical engineering, applied mathematics, applied mechanics, and numerical analysis. Joe received his BME and MMAE from the University of Delaware, the ME degree from MIT and further graduate work in engineering science and applied math from Brown University. Joe participates with his community by coaching competitive math teams in Massachusetts for the last fifteen years.

In the Lexington and surrounding communities, Joe Quigley has sponsored math teams over the past fifteen years. He is an industry consultant in mechanical engineering, design and mathematical analysis. His efforts have resulted in a customized set of materials that prepares the math student for the rigors of the Math Olympiad contests at the elementary school and middle school levels. The Math Club operates from September through June in weekly practice sessions with supervision, instruction and coaching by Joe Quigley. The remaining 45 minutes of the class are used for covering the problem solutions, presentation of solutions by students and special topics, solution strategies and methods by Joe Quigley.
