Joseph Paris, PhD, MD, FSCP, CCHP-A, former Statewide Medical Director, Georgia Department of Corrections

Dr. Paris has worked in correctional medicine since 1985, working at the Florida Department of Corrections and the Georgia Department of Corrections, where we was Statewide Medical Director. After "retiring," Dr. Paris began part-time public health work with the DeKalb County Health Department. He is a board member of NCCHC, as well as a founding member and Past President of the Society of Correctional Physicians. Dr. Paris is a Fellow of the Society of Correctional Physicians and was the 2002 recipient of the Armond Start Award for Excellence in Correctional Medicine. He is the author of dozens of specialized correctional publications and has presented his work in over a hundred national meetings. Dr. Paris is in demand as a correctional health care consultant, NCCHC surveyor, and as an expert witness in correctional health care litigation.

NCCHC board member Joseph E. Paris, MD, PhD, CCHP-A, age 71, passed away on Sept. 6, succumbing to cancer. A longtime leader in the correctional health care field, Dr. Paris was born and raised in Argentina, coming to the United States to complete his PhD degree in biochemistry.
A few years later he earned an MD degree. After 10 years of work in hospitals and private practice, in 1985 he joined the Florida Department of Corrections, taking leadership roles in various facilities. A decade later, he joined the Georgia Department of Corrections and soon became statewide medical director. Upon "retirement," he remained highly active, working at two county jails in Georgia, doing independent consulting and serving as an expert witness.
Throughout his career, Dr. Paris made countless significant contributions to the field of medicine and to correctional health care, generously sharing his time and expertise with professional associations, committees, government entities and others-and receiving many well-deserved honors. A good friend of NCCHC, he became a Certified Correctional Health Professional in 1991, the year the program launched, attained Advanced status in 2006 and served on the CCHP board of trustees for two terms. He also was an active accreditation surveyor since 1995. In 1992, he helped to found the Society of Correctional Physicians. He later served as its president and was honored as an SCP Fellow. Since 2009 he was SCP's liaison to the NCCHC board of directors. A prolific writer and speaker, Dr. Paris contributed to hundreds of publications and conferences and was a frequent and popular speaker at NCCHC meetings.

Joseph E. Paris, PhD, MD, CCHP, FSCPEast Coast DirectorJoe Paris obtained his MD from Boston University in 1975.After four years of residency in Internal Medicine in Boston and Worcester, Massachusetts, he became a Diplomate of the American Board of Internal Medicine in 1979.Joe entered correctional medicine in the Florida DOC in 1985.In 1991 he became Medical Director of the Florida Prison Hospital in Lake Butler.In 1995, he came to the Georgia Department of Corrections in Atlanta and became Statewide Medical Director, a title he retained in 1997 when the Medical College of Georgia entered a partnership with the Georgia Department of Corrections for the delivery of correctional health care throughout the Georgia prisons.

Dr. Paris retired from the DOC at the end of 2005 and began part-time Public Health work with HIV patients.Joe is a founding member and Past President of the Society of Correctional Physicians.He is also Past President of the Florida Chapter of the American Correctional Health Services Association and a Board Member of the Certified Correctional health care Professionals.He is the author of dozens of specialized correctional publications and has presented his work in over a hundred national meetings.He is the author of several chapters in the textbook Clinical Care in Corrections, first published in 1998 and reedited in 2005.Joe is in demand as a correctional health care consultant, a lecturer, a surveyor of the National Commission on Correctional Health Care, and as an expert witness in correctional health care litigation.
