"Per account of witnesses and seen on photos and recorded videos, Remulla and Saquilayan, resorted to bullying, harassment, and other illegal means of executing the supposed writ," Ricafrente
According to Ricafrente
was shocked when Remulla himself served the alleged writ when such duty of serving the same is lodged with the Interior department or the sheriff of the court of origin.
"Witnesses also say that the governor himself scaled the wall and forcibly opened a window leading to the City Hall," Ricafrente
"Many who saw what happened were appalled and disgusted by his
arrogant and illegal conduct saying that it is not what one expects of a governor," Ricafrente
Ricafrente, who is also a lawyer, added: "as president of the Mayors' League of this province, it embarrasses me to think that our governor, whom we had expected to be above this and to shy away from the issue, acted the way he did-brazenly violating the law and legal procedures."
