José is a licensed clinical social worker in Houston, Texas and he is also Managing Editor of The STAR, an international journal on leprosy. He is married with two adult children.
José has a BA and MA in social work from Louisiana State University. He is Faculty at the University Of Texas School Of Medicine, Houston, LEND Program and Department Director for Network Management and Crisis Care at MHMRA of Harris County. José has served as a consultant on stigma to the WHO, The Nippon Foundation and Cochrane Skin Group (Nottingham, England).
José's leadership roles have included but are not limited to Boards of America Leprosy Mission, IDEA and Houston Commission on Disabilities. He has been a member of the WHO Eight Expert Committee on Leprosy and the International Working Group on Leprosy and Human Rights and Chair of the WHO Task Force on the Role of Persons Affected by Leprosy.
José has published 50 articles, made over 100 presentations in 18 different countries (including the United Nations in Geneva, New York City and Vienna), authored a book titled Squint: My Journey with Leprosy and featured in media including Texas Magazine, New York Times, Tokyo Times, Istanbul Times, National Public Radio, Vatican City Radio, Al Jazeera TV and a documentary titled "Triumph at Carville. He has been invited to serve as Master of Ceremonies for seven years for the manager meetings at MHMRA, at ten conferences and international meetings in New York City (UN); Rabat, Morocco; Fontillas, Spain; and Tokyo, Japan.
In 2015, José was honored by being one of seven persons affected by leprosy to have a private audience with the Emperor and Empress of Japan, and has received many awards which include but are not limited to: Fighting Spirit Award in New York City, "Etem Utku Medal" at the University of Istanbul, "Americanism Award" in Orlando, Florida, "Advocate of the Year" and "Celebration of Life Award" in Houston, Texas. He was the featured speaker at the 2008 "Global Appeal" at the Royal Academy of Medicine in London, England.
