AN APPROPRIATION of P325,000 has been set aside by Cagayan de Oro Representative Jose Benjamin Benaldo as medical assistance to indigent patients at the J.R. Borja Memorial City Hospital (JRBMCH).
During the City Council's regular session on Tuesday, an ordinance was approved confirming the memorandum of agreement entered into by the City Government, authorizing Mayor Vicente Emano to be the emissary of Benaldo's program.
In a phone interview, Benaldo said those who want to avail of the program must have a recommendation letter signed by him or any of his authorized representative addressed to the hospital's chief.
"I will put up an extension office at the hospital for easy access of patients once the hospital is fully operational," Benaldo
said medical assistance that can be availed by indigent patients include medicines, laboratory tests, thyroid scan, T3, T4, dialysis, ECG, X-ray, cobalt and other medical and laboratory procedures, including professional fees.
"Only the actual expenses incurred in the treatment of the patient's ailment shall be deducted from the fund," Benaldo
Subject to the availability of funds, the hospital will purchase medicines intended for the indigent patients outside if these are not available at the pharmacy.
said that in case of breakdown of machines or other facilities necessary for a certain procedure, the patient may undergo the procedure outside but with a written referral from Emano.
To acquire transparency, Benaldo
said the City Government, through the accounting office of the hospital, shall furnish a rundown expense in his
office on a quarterly basis with the list of patients who availed of the program, including the amount of assistance extended for monitoring and recording purposes.
"All the payments and releases under this program shall be made in accordance with existing government accounting and auditing rules and regulations," Benaldo
will also provide funds to the Northern Mindanao Medical Center
as part of his
medical assistance to the indigent patients. (NJM)
