Members of Chicago's convention and trade show industry were saddened to hear of the death of John "Tim" Phelan, President and Business Manager of Operating Engineers Local 399.He
died in late November of a heart attack. Phelan was instrumental in bringing about labor reforms in Chicago in 1998 and also served as a Board member of the Chicago Convention and Tourism Bureau and the Metropolitan Pier and Exposition Authority. Phelan also was the President of the AFL-CIO's Chicago Port Council, a General Vice President in the International Union of Operating Engineers, a member of Illinois Port Authority's Board of Directors, and a member of Cook County's Economic Development Advisory Board.
