Mr. Kamensky is a senior fellow with the IBM Center for The Business of Government in Washington, D.C., where he is passionate about helping transform government to be more results-oriented, performance-based, customer-driven, and collaborative in nature. The IBM Center is committed to bridging academic research and practice by sponsoring research by leading academics on challenges facing public managers.
Prior to joining the IBM Center, he had a significant role in helping pioneer the U.S. federal government's performance and results orientation. He served for eight years as deputy director of Vice President Gore's National Partnership for Reinventing Government and special assistant to the Deputy Director for Management at the U.S. Office of Management and Budget. Before that, he worked at the U.S. Government Accountability Office where he played a key role in the development and passage of the Government Performance and Results Act of 1993.
He has co-edited six books and writes and speaks extensively on government reform issues such as performance management, cost-cutting strategies, collaborative networks, citizen engagement, and the Web 2.0 phenomena. In addition, he blogs for Government Executive magazine on the management challenges facing government leaders today.
Mr. Kamensky is a public member of the Administrative Conference of the U.S. and a fellow of the National Academy of Public Administration. He received a Masters in Public Affairs from the Lyndon B. Johnson School of Public Affairs, in Austin, Texas.

Mr. Kamensky is a senior fellow with the IBM Center for The Business of Government and an associate partner with IBM Global Business Services. He is passionate about creating a government that is results-oriented, performance-based, customer-focused, and collaborative in nature. This has been reflected in the key roles he has played in helping pioneer the federal government's performance and results orientation over the past 15 years.
IBM Experience. In addition to his work at the IBM Center, Mr. Kamensky has consulted with a wide range of federal agencies in the federal civilian, homeland security, defense and intelligence sectors. He has also provided consulting support to state, local, private sector, and international clients. His emphasis is on public sector business strategy, performance management, market-based incentives, and collaborative networks. He is actively engaged in the new Web 2.0 phenomena and writes a blog on management issues facing the next President at www.transition2008.wordpress.com.
White House/Office of Management and Budget/Office of the Vice President. Prior to joining IBM Global Business Services (formerly PricewaterhouseCoopers Consulting) in February 2001, Mr. Kamensky served as deputy director for 8 years with Vice President Gore's reinventing government initiative, the National Performance Review (NPR, later renamed as the National Partnership for Reinventing Government). He catalyzed the strategic framework for the initial 1993 review. He led the crafting of recommendations that ultimately saved over $60 billion and led to dramatic improvements in government operations, including the creation of www.usa.gov.
Government Accountability Office. Before joining NPR in 1993, Mr. Kamensky was an assistant director with the U.S. Government Accountability Office (GAO) for 16 years where he was responsible for evaluating federal agency management improvement efforts. While at GAO, he examined the experiences of several countries and states in implementing "managing for results" concepts. He also had a significant role in the development and passage of the Government Performance and Results Act of 1993.
Professional Activities. Mr. Kamensky is a frequent speaker on government reform issues across the U.S. and internationally. He has co-edited several books, including: "Competition, Choice, and Incentive in Government Programs" (2006), "Managing for Results: 2005," (2004) and "Collaboration: Using Networks and Partnerships" (2004). e has also written numerous articles and testified before Congress. He is a fellow of the National Academy for Public Administration.
Education. Mr. Kamensky received a B.A. in government at Angelo State University, in San Angelo, Texas, in 1975 and a Masters in Public Affairs from the Lyndon B. Johnson School of Public Affairs, in Austin, Texas, in 1977. He can be contacted at: john.kamensky@us.ibm.com .
