In 2009, Cottage Grove Police Chief John Gould said he was up to full staffing levels and as a result his department had made a number of arrests.
"We had several officers who were recognized by the (Wisconsin Department of Transportation) DOT for their OWI enforcement efforts. But in 2010 he said his staff was decreased, making it difficult to maintain the numbers of the previous year. He added that it is difficult to determine a direct correlation between the lower staff numbers and decreased arrests, but the bottom line is fewer officers means less coverage. The ability to be proactive and do things such as bar checks and work corroboratively with the approximately dozen liquor license owners in the jurisdiction is difficult at best, says Gould. "We are lucky enough to have a couple of guys working and have the time to coordinate the ability to get them into the community establishments, whether it is simply just a visit or a spot check." Gould says that none of the establishments within the Town and Village that serve alcohol pay for any extra overtime for involvement of law enforcement, unless they hire off-duty deputies or private security to be on their premise for purpose of their events. Unfortunately, he says they don't have the ability to have the extra people around. And the minute they have an officer to run up to check out an incident at one of the area bars is the minute they have a domestic somewhere else in the Town or Village. Government campaigns targeting a get tough approach toward drunk driving have also been hit by funding freezes. Gould says in past years they have participated in grant funded OWI enforcement programs to where the grants would pay back the overtime expenses. "Of late DOT has shifted some of their funding and we haven't had the staffing to participate in those, so what they offer to the state are campaigns and promos. Programs like "Click It Or Ticket" are still available and Gould says they continue to participate in these programs.
From the start of the snowfall on Tuesday to the end of the blowing on Wednesday, Cottage Grove Police Chief John Gould said his officers responded to approximately 16 storm related calls for service, with a majority being vehicles that had run off the side of the road and were stuck.
Many of the vehicles found stranded on the roadside were unreported, and Gould said the first order of business for the officers was to check the vehicles for occupants.
