Joel Yudken Joel S. Yudken, Ph.D. is Principal and Founder of High Road Strategies, LLC. He is a nationally known expert on policy issues that relate to manufacturing, energy, technology, workforce and economic development. In a career spanning four decades, Dr. Yudken has held a wide range of professional positions in labor, government, academia, industry, and public interest organizations. His broad background and training in engineering, political, and socio-economic systems enables him to apply a range of qualitative and quantitative research and analytical tools to his work.
His federal government experience instilled in him a keen understanding of how the legislative process and government institutions work, critical to developing pragmatic policy solutions. As Congressional staff in the U.S. Senate and House of Representatives, he organized hearings, drafted legislation, served on task forces, and developed policy recommendations incorporated into legislation. Subsequently, he has analyzed and drafted legislative proposals and made presentations to Congressional members and staff on various issues, and his work has been cited in Congressional testimony.
While on staff at the AFL-CIO, he participated in a Senate Manufacturing Caucus panel chaired by U.S. Senators Hilary Clinton (D-NY) and Lindsay Graham (R-SC); a U.S. House of Representatives Committee on Small Business roundtable on manufacturing productivity; a labor delegation to the U.N. Framework Convention on Climate Change in The Hague, Netherlands; and, OECD Ministerial Conferences on electronic commerce in Ottawa, Canada and Paris, France.
Dr. Yudken has written and spoken extensively on a wide range of policy issues, including manufacturing competitiveness, climate, energy and electricity regulation, economic conversion, the Internet, workforce development, and technology R&D.

Yudken prepared a report and presentation on how a proposal to reduce or eliminate energy subsidies in Malaysia might affect the country's manufacturing sector, in support of a project of The Millennium Institute sponsored by the Economic Planning Unit of Malaysia's Department of the Prime Minister. A nationally known industrial, energy and technology policy expert, he has held wide range of professional positions in labor, government, academia, industrial, and public interest organizations.
