Joel S. Yudken, Ph.D. is Principal and Founder of High Road Strategies, LLC. He is a nationally known expert on policy issues that relate to manufacturing, energy, technology, workforce and economic development. In a career spanning four decades, Dr. Yudken has held a wide range of professional positions in labor, government, academia, industry, and public interest organizations. As Congressional staff in the U.S. Senate and House of Representatives, he organized hearings, drafted legislation, served on task forces, and developed policy recommendations incorporated into legislation. Subsequently, he has analyzed and drafted legislative proposals and made presentations to Congressional members and staff on various issues, and his work has been cited in Congressional testimony. While on staff at the AFL-CIO, he participated in a Senate Manufacturing Caucus panel chaired by U.S. Senators Hilary Clinton (D-NY) and Lindsay Graham (R-SC); a U.S. House of Representatives Committee on Small Business roundtable on manufacturing productivity; a labor delegation to the U.N. Framework Convention on Climate Change in The Hague, Netherlands; and, OECD Ministerial Conferences on electronic commerce in Ottawa, Canada and Paris, France. Joel S. Yudken is Principal and Founder of High Road Strategies, LLC, an economic, industrial and energy policy consultancy in Arlington, VA. A nationally known industrial, energy and technology policy expert, he has held wide range of professional positions in labor, government, academia, industrial, and public interest organizations. Prior to starting High Road Strategies in 2006, he was sectoral economist and technology policy analyst at the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), and manufacturing policy analyst for the AFL-CIO Industrial Union Council. While at the AFL-CIO, he also served on the National Research Council's Board on Manufacturing and Engineering Design and chaired the Committee on Productivity, Technology and Growth, Labor Research Advisory Council, of the Department of Labor's Bureau of Labor Statistics. Before that, he held professional staff positions at the National Institute of Standards & Technology Manufacturing Extension Partnership, the U.S. House of Representatives, and the Office of U.S. Senator Barbara Boxer (D-CA). Aside from serving on CPA's advisory committee, he is a member of the Public Policy Advisory Committee of the International Economic Development Council, the Manufacturing Working Group of the Apollo Alliance, and the International Advisory Board of Global Urban Development.
