Joel Mounty, President and principal of Mountco Construction and Development Corp., founded the company in 1988.
Mountco has since grown to be one of the region's leading development and general construction firms with an emphasis in low- and high-rise affordable multi-family residential construction, acquisition and rehabilitation, health care and institutional facilities. Mr. Mounty is responsible for the overall operaiton of the company, including business development, construction activities, financial performance, and strategic growth. Mr. Mounty has extensive experience in real estate development and construction, ranging from commercial financing and development to practical "hands-on" participation in construction projects. Mr. Mounty started in construction as a masonry laborer and has held all positions in the industry, including "working in the mailroom" of a major northeastern general contractor and real estate developer where he rose to Vice President. He was responsible for real estate development and private construction projects and also directed operations for the property management division, which managed approximately 1,000 Federally assisted housing units. Mr. Mounty has experience in a wide variety of construction and development projects, including both high-rise and low-rise residential housing and affordable housing, hotel development and health care facility projects. He has successfully structured financing for major projects utilizing both government and private funding sources. Mr. Mounty is particularly effective in organizing the "right team" of professionals for a given project and providing the creative spark to insure the project's success. Mr. Mounty had served since 1988 on the New York State Municipal Assistance Corporation, a New York State agency that financed New York City in times of fiscal emergencies. He was a Director of the Corporation and Chaired the Finance Committee. Mr. Mounty is the past Vice Chairman of Lighthouse International, which assists the blind and visually impaired. He is also the past President of Food-Patch, the food bank of Westchester County.
Mountco President Joel Mounty originally proposed to build 900 units of workforce and senior housing.
He later scaled that back to 650 units with additional plans. "We requested a flexible zone, that is a residential zone that can be changed to commercial if the demand was there and over the years, I thought we were getting somewhere with the Town of Chester, but to date approvals have not happened or any real support," Mounty said.

Mountco owner Joel Mounty said this is what they do. It was in the community room at Burton Towers on Thursday that Mounty was presented a service award by State Senator William Larkin. Also praising Mounty and his company was Mayor Judy Kennedy, happy to have the property back on the tax rolls, with back taxes paid.
