Joseph Garrison of the Tennessee Historical Commission bluntly told DOE that the agency needs to live up to its word.
"We're going to want to see hard evidence that you can prove up this time," Garrison said. He said DOE didn't live up to its commitments made in 2002 and 2005. Garrison also stated that K-25 is one of four internationally significant properties in the state of Tennessee. "So we expect that you will interpret K-25 commensurate with its level of significance in whatever you come up with," he said.

A historic preservation issue must be dealt with first, said Joe Garrison, review and compliance coordinator for the Tennessee Historical Commission (THC) in Nashville. Garrison, however, said Memphis must show two things: a need for a sportsplex and a compelling reason for putting it at the Crump Stadium site and not somewhere else."Memphis has a lot of open spaces," he said. Garrison is optimistic that "we're going to get through this" in amicable fashion.
