Campaigners are welcoming a 'victory for transparency' after receiving a letter from the Minister for Parliamentary Business, Joe Fitzpatrick to Members today, stating that the government will now amend the Lobbying (Scotland) Bill further to ensure that all lobbying organisations will be covered by the Bill.

The Scottish Alliance for Lobbying Transparency feared that a previous Government amendment to the Bill, which would have meant only organisations with 10 staff members or more would have to register, would create a loophole where advocacy and trade bodies - including organisations as influential as the lead body for the pharmaceutical industry (ABPI Scotland) - would not have to make public their lobbying activity.
The Lobbying Bill Scotland receives its final reading in the Parliament this afternoon (Thursday 10th March) and is expected to pass.

Joe FitzPatrick is the Minister for Parliamentary Business.
Joe was born on 1st April 1967 in Dundee and was educated at Whitfield High School in the city.
Joe left Dundee to work for the Forestry Commission in Angus and studied Forestry at Inverness College where he was elected as the first sabbatical President of the Students Union. Joe went on to be elected NUS Convener for the North of Scotland Area which stretched from Dundee to Shetland.
Returning to Dundee, Joe continued his education at Abertay University and graduated with a first class Honours Degree in Science.
Joe worked as an assistant to Shona Robison MSP and Stewart Hosie MP in their Dundee Constituency Office.
He was first elected to Dundee City Council in 1999 when he overturned a large Labour majority and was re-elected with an increased majority in 2003. In 2005 Joe stood for the SNP in Dundee West at the General Election slashing Labour's majority in half.
In May 2007, he won the Dundee West seat for the Scottish Parliament and served on the Finance Committee.
