Jim Tibbs, chairman of the state Board of Correction, said, "I'm equally concerned, because you may have some violent sex offenders who have topped out on their sentence, they're not on parole, they're not on probation, so really all they have to do is register."
He added, "The No. 1 concern for the department and for the director is public safety, so he and his staff are doing everything that they can with the resources that they have available to ensure public safety is not compromised."But, he noted, "They have a limited budget."
