Jim Hazelman of U.S. Fish and Wildlife Service said the area will fluctuate between dry ground and 2-3 feet of water.
"We call it a seasonal wetland," he said. The area is in a natural vale, he said, so a small berm was added to allow the water to pool and saturate the ground.
