Ziegelheim will have no staff, and any outside law firms hired by the office will be paid only a percentage of the funds they help to recover, said Jeanne Baratta, a spokeswoman for Donovan.
Ziegelheim, of Wyckoff, worked at the Bergen County Prosecutor's Office from 1999 to 2010 and at the Hudson County Prosecutor's Office from 1990 to 1997.

Mayor Laurence Cherchi was charged with intimidation for allegedly coercing Police Chief Bob Peacock to give him confidential information before Cherchi was sworn in as mayor in January, according to Bergen County Assistant Prosecutor Jeffrey Ziegelheim.
A conviction on the intimidation charge carries a sentence of three to five years, though it could result in probation if the person convicted has no prior criminal record, Ziegelheim said.
According to Ziegelheim, the prosecutor's office received several phone calls from police in Leonia after Cherchi and the council demoted Peacock to captain and named Capt. Tom O'Meara acting chief at a meeting on Jan. 5.
