The City of Waco also has implemented about 15 programs to encourage home ownership, said Jeff Wall, director of Housing and Community Development Services.

"In approximately half of the city, existing homeowners who invest $30,000 or more in improvements or new construction thatappraises for $90,000 or more are eligible for a seven-year fixed tax abatement," said Wall.
The tax abatement equals about 5.5 percent savings making more homebuyers eligible for a mortgage loan or to qualify for a slightly larger home, he said.
The city also encourages the purchase of tax-foreclosed infill lots within the city, said Wall.
"The buyer pays the higher of $100 or the court costs, which are anywhere from $200 or $500.Most of these lots are worth $2,000 to $4,000, he said.If a home is built on the lot, the City will waive permit and tap fees.
"We have sold more than 200 lots, including many that have been vacant for years," said Wall."It's a win-win solution for the potential homeowner and the city."
The foreclosure lots can only be purchased under this plan to build a home and not for investment purposes.Certain other restrictions may apply for the city's programs.Visit for more information.
"Our goal is not only to help the low-income become homeowners but also attract middle income homeowners into the city.Otherwise, you won't have economic development in the inner city if you don't have the various income groups," said Wall.
