Jeffrey Fraley, Kentucky Utilities' general manager of E.W. Brown Generating Station at Dix Dam, says he "wouldn't be sleeping well at night" if he didn't believe the dam was safe. "Ultimately it's our responsibility," he said.
"We do things I feel are appropriate and adequate. Our engineers and consultants, who know a lot more about the construction and maintenance of the dam," believe the dam is safe. "Nobody within our group feels there is any safety issue with the dam at all."
On Dec. 30, Fraley said KU's consultants finished an inspection of the dam for the fall of 2009, and the state Division of Water completed its biannual inspection as well.

Fraley said KU monitors the dam daily for leaks.
"If the face of the dam was in distress or if there was a significant change, we would be able to see it in monitoring due to leakage," Fraley said.

"If this was an earthen dam and we had this much leakage, it would be a big concern, especially if it started carrying off sediment, but you don't have that here," Fraley said.
Through time, the leakage rates increased, Fraley said, "and we have an agreement with the state that once it gets up to a certain point, we make plans to address the leakage."
In 1988 and 1989, the leakage rate had increased, "and we studied it and removed some of the debris," Fraley said.

Fraley said the leakage through Dix Dam "does not concern us because of the nature of the structure.

Fraley was asked if he thinks some of the information in the inspection and repair reports could look scary to the public.
"I think any report of this nature would have pieces that - if taken out of context or taken in the context of the entire issue - could be scary," Fraley said.
He said he thinks that's what has been done. He said he hopes a February public meeting in Frankfort will help eliminate some of those fears.
Fraley said he will participate, and he envisions the state Division of Water officials, the Frankfort Emergency Management director and the Council for Dix Dam Safety to do so as well.
"We haven't established a firm date yet," he said.
Fraley said KU is a responsible company and it bothers him when the public is frightened unnecessarily.
"We hear some of the things being said, and nobody in this company believes we have a safety issue here," Fraley said.
