Mr. Smeland oversees the design and permitting of various projects within the company. "All of it will be out of the floodplain because we revised it," said Jason Smeland, of Richard C. Mast Associates and project manager for the proposed development."Basically, we moved the floodplain, so it won't be in a floodplain anymore."

Greenway was granted approval by the Federal Emergency Management Agency (FEMA) to amend the map, so the floodplain in question - which Smeland said was man-made due to a culvert and the railroad track that runs overtop of it - would no longer exist in that area.
Despite concerns from Hoffman and others about possible flooding and other problems, Smeland said constructing part of the project in the floodplain area would not affect the water level or flooding of Morgan Creek.

Mr. Smeeland stated that the revised plan allows for seven 80,000 square-foot lots on a cul-de-sac.
Mr. Smeeland stated that he would like to submit the plan presented at this meeting for the Forest Tract Subdivision.

Paul Mullen, Esquire, and Jason Smeeland, engineer, were present to discuss the Forrest Tract subdivision.

Mr. Smeeland discussed the proposed subdivision plan, which is an 8 lot neighborhood cluster subdivision plan with on-lot water and sewer and deed restricted open space.Mr. Smeeland stated that he is in receipt of a waiver letter from LTL Consultants dated October 25, 2007 and that he is intending to remove one of the lots on the proposed subdivision plan, which shall make it easier to address any of the engineering concerns on this waiver letter.Mr. Smeeland stated that there will be a walking trail through the open space for the involved homeowners.
Mr. Young stated that the Township engineer will work with Mr. Smeeland to discuss the detention basins and that the Township Planner will also work with Mr. Smeeland on the plan.
Mr. Young also stated that the Township attorney will need to discuss the homeowners' association and other issues with Mr. Smeeland.
