"The committee just fell apart," Mercersburg Mayor James Zeger said.
"Nobody wanted to step forward and drive the bus, so to speak," Zeger
"I thought about driving the bus.
I was up to my ears in commitments."
Zeger, the announcer on parade night, is chairing the Franklin County United Way Campaign and his mother recently died.
He is not on the parade committee.
The 70th annual parade was in trouble by June when the committee failed to line up parade judges.
It will be the second year in a row that Mercersburg
has not had a Halloween parade.
Heavy rain from the remnants of Hurricane Sandy forced officials to cancel last year's parade.
The only other time the parade was canceled was during the construction of the town's sewer system, Zeger
