One of the first priorities of the trail plan is to connect the Hudson Valley Rail Trail in Lloyd with the Wallkill Valley Rail Trail to the west and to the Hudson River bridges to the east, said Jim Snowden, senior civil engineer for Civil Technologies and Engineering in Wappingers Falls.
The firm is working on the plan for the alliance with $15,000 from the Hudson River Valley Greenway. "We have the opportunity to go out on the railroad bridge. Oh my goodness, that is such a great idea. I couldn't believe how fabulous it is out there," Snowden said.

Education: Army Corp. of Engineers Current/Recent Municipal Projects with CTE:0.5 MGD Wastewater Treatment Facility, Tuxedo Park, New YorkAs part of the CTE team, Mr. Snowden was the Project Manager for this project.Mr. Snowden was responsible for the design of concrete tankage and implementation of construction of the foundation.The CTE team designed the new 0.5 MGD Wastewater Treatment Facility based on a previous study and coordinated all NYSDEC and NYSEFC review with the project.As part of the CTE team, Mr. Snowden also provided STP Wastewater Master Plan inspections and reviews, computer drafting, sewer design, calcs/ comps, building design specifications, erosion control, detail design, structural, foundation design, ROW/easement, survey, easements reviews, central sewer review - site visits, inspection testing, problem solving field updates, applications, correspondence and engineering reports, coordinated all NYSDEC and NYSEFC review with the project and provided construction management and inspection involved with the project.The project was a 2.5 million dollar facility with no cost overruns.Infiltration and Inflow, Tuxedo Park, New YorkAs part of the CTE team, Mr. Snowden was the Project Manager for this project.The Village of Tuxedo Park is under a state mandate to eliminate and remove I&I in their conveyance systems.The Village has a moratorium on extensions to their system due to violations of their SPDES Permit with regard to design flow.Rainfall induced I&I has increased the flow to the wastewater treatment facility.Mr. Snowden, as part of the CTE design team, designed the specifications for the rehabilitation of clay pipe and manholes to reduce the I&I entering the system.This design included the lining of the clay tile pipes and several manholes utilizing a fiberglass, resin impregnated cured-in-place liner system.Additional manholes were coated with a non-volatile, 100 percent solids, EPA approved epoxy solution.Mr. Snowden, as part of the design team, oversaw the rehabilitation process to ensure quality control and implemented a schedule and lining program. 1 MGD Water Treatment Plant, Tuxedo Park, New YorkMr. Snowden was part of the CTE team for this project.CTE submitted reports on the plant study examining design alternatives and financial availability to get the project completed.He also provided construction management, design and preparation of plans, specifications, cost estimates and bid support for the new water treatment plant.CTE's services also included: progress meetings, site visits, inspection/testing, process and coordination management, water system design specifications, and design grading.
