"As Jackson County continues to grow, law enforcement demands for police services will increase," he said."This demand for increased services requires that sheriff departments need to respond to meet these needs.With my experience and training, I can take the sheriff's office in a new direction to help meet the needs of our citizens."Keinard has been a resident of Hoschton since 1997.He served on the Hoschton City Council for four years.Keinard and his wife, Carol, have one daughter and three grandchildren. Keinard has a doctor of public administration from Nova Southeastern University (ABD), Ft Lauderdale, Fla.; a juris doctor in law from Woodrow Wilson College of Law, Atlanta; a masters in public administration from the University of Georgia, Athens; masters in social administration from the Georgia College & State University, Milledgeville, a BA in sociology from Georgia College and State University, Milledgeville; and a BS in criminal justice from Georgia College and State University, Milledgeville.His specialized law enforcement training includes the following: FBI National Academy - 137th Session; Drug Enforcement Agency - Narcotic & Drug Enforcement; and Georgia Police Academy - over 2,700 hours specialized investigative training.His certifications include the following: Georgia Police Officer Standards and Training Council; Basic Police Mandate); Police Management); Association of Certified Fraud Specialists; and Certified Fraud Specialist.He has the following licenses: Georgia Private Detective Agency and Georgia Private Detective.Keinard has worked in law enforcement for over 37 years at the state, county and municipal levels of government.He served eight years with the United States Air Force and is a Vietnam veteran. He was awarded the citation for professional excellence by the Michigan State Police in 1986 in solving and prosecuting individuals involved in a multi-state check and state document counterfeit ring.
