He has invaluable experience, having been involved in every aspect of accounting, and knows what it takes to keep businesses in compliance while also keeping them strong and growing.†Prior to working at Norco, Etter served as vice president and CFO at Thermal Engineering Corp. in Columbia and vice president and CFO of Young Pecan Shelling Co. in Florence. Etter was also appointed by the U.S. Bankruptcy Court to administer the liquidating operations of HomeGold Financial Inc.

Since 2009, James Etter has been vice president and chief financial officer of Norco Equipment, a maker of forestry equipment.
Etter "knows what it's like to be on the other side of the red tape," Haley said in introducing the 68-year-old Blythewood resident as her pick for the tax agency. Haley said Etter understands that customers service is key as businesses struggle in the economic downturn, and his agency will work with companies on payment plans and other assistance. Etter said the collection process must be fair, impartial and protect all sides. Etter will replace Ray Stevens, who had run the Revenue Department since 2006. Etter was the consultant appointed to oversee the liquidation of HomeGold Financial Inc. - South Carolina's largest bankruptcy - in U.S. Bankruptcy Court in 2004 and 2005. About 8,000 investors lost $275 million when HomeGold and its subsidiary Carolina Investors collapsed in 2003. He also was vice president and CFO of Thermal Engineering Corp. in Columbia from 2007-2009, and of Young Pecan Shelling Co. of Florence in 2005 and 2006. Etter was president, CEO and CFO of Denver-based AmeriVest Properties Inc., from 1995 to 2000. Shareholders of the office building real estate investment trust approved its liquidation in 2006. From 1990-1994, he was president and CEO of Recycling Management Co. in Charleston.

The Department of Revenue mainly oversees tax collection for South Carolina's state taxes. It also runs the state's alcohol and bingo licensing systems. Etter said he hopes to improve the agency's collections process, as well advise lawmakers on how to bring more companies to South Carolina. Etter will replace previous revenue director Ray Stevens, who resigned from the post in December to take a job in the private sector.
