NEW YORK At the peak of the technology boom in 1999, James Davin, a retired Wall Street executive who manages a small hedge fund, bought and sold 200 shares of a VA Linux public offering. Like many transactions during that heady time, it was quick, lucrative work: a 700 percent return that yielded Davin $48,000 in about 90 minutes.To show his appreciation for such a profitable trade, Davin paid his longtime broker at Invemed Securities a commission of $8 a share, or $1,600, a sum that far exceeded the average rate of 6 cents. For Davin, a former chairman of the NASD - the main private sector regulator for the financial services industry - who runs his small fund from the study of his Park Avenue apartment, the high commission was simply an end-of- the-year bouquet to a broker and friend whose advice he valued and trusted.
