During his status report to the board members, MOTRAN President James Beauchamp told the board about the more than $37 million that was allocated to the Odessa District of the Texas Department of Transportation from the $225 million set aside for energy-impacted areas by the Texas Legislature.
ore than $158 million of those total funds went to the Eagle Ford Shale in south Texas. "We are ahead in terms of oil production," Beauchamp said. "The only thing the Eagle Ford Shale has more of is road miles." Though most of the money went to three projects in Midland County, Beauchamp told the board the projects were a high priority on the district's list and he was working with Odessa city and county leaders in making lists of what projects they think need immediate attention.

Authorities in the Midland and Odessa area plan to spend about $1.3 million a year in state funding for new projects besides regular maintenance, said James Beauchamp, president of Motran Alliance.
The region needs as much as $500 million, both Beauchamp and Redford said. Improvements that would help include completing highway loops around the two cities and adding signals and overpasses at more intersections such as Yukon Road and Loop 338, Beauchamp said.
