GLEASON (March 28) - Weakley County Mayor Jake Bynum was the guest speaker at the Gleason Rotary Club on Tuesday. Bynum spoke to the Rotarians about a proposed $50 million joint venture to bring fiber optic cable-based internet to Weakley County.

Bynum explained Weakley County faces certain inevitable hurdles due to its distance from interstates and airports. He believes high speed internet helps narrow the economic gap Weakley County faces in economic development.
The county would not be forced solely with the $50 million burden. A 30-year bond would be taken out. West Kentucky-Tennessee Telecommunications Cooperative of Mayfield (WK& T) would share half the bond while the Weakley County Industrial Board funds the remaining portion of the bond.
To go further with the project, Weakley and Bynum needs the support of the cities and towns of the county and the commissioners of Weakley County. Each municipality would be responsible for a share of the bond based on its population.
At this time, Bynum had no answer to the problem of a town not whiling to finance its share. He did state that currently he is, "just testing the temperature of the water of each town, and trying to provide them with a solution for the needed funds."
Bynum explained that the fiber optic cables would be a great improvement to the county's infrastructure.
...
Bynum believes the Weakley County School system, "provides its students with high speed internet from 8-3. We need to meet their demands to internet access to information from 3-8. Bynum was referring to the fact that in the twenty-first century, students can learn with the click of a button or travel to a far off land without ever leaving their home.
The third portion was economic development. The opportunity of high speed internet helps the draw attention of potential businesses to the area. According to Bynum, the people in the more rural areas of the county would be able to run a business from their homes rather than in town. He included farmers in his example due to technological advances in agriculture.
...
Bynum believed that if Weakley County was to provide high speed internet neighboring counties would soon follow suit. If Carroll and Henry counties were to move towards the project then Bynum said the state would be forced to look for ways to help with the funding.
If the plan is approved, Bynum said it would take approximately a year and a half to wire the entire county.
