MANILA, Philippines - President Aquino has appointed former Presidential Anti-Graft Commissioner Jaime D. Jacob as chairman of the Land Transportation and Franchising Regulatory Board (LTFRB).
Transportation Secretary Mar Roxas had personally recommended Jacob to the key post, as part of his strategy at the DOTC "to initiate reforms that would open the door to the larger imperatives of public convenience and safety on roads all over the country."
Jacob, a lawyer and former Camarines Sur second district congressman, had quit the Presidential Anti-Graft Commission (PAGC) in 2009 to support the campaign of Aquino and Roxas. He has worked on a number of key human rights cases as a lawyer for the Free Legal Assistance Group (FLAG).
The new LTFRB chairman is planning to address the huge problems facing the local transport industry, such as the illegal public utility vehicles on major roads in and outside Metro Manila.
"I feel this problem has a major law enforcement component. Secretary Roxas has instructed me to work on an memorandum of agreement (MOA) with DILG Secretary Jesse Robredo, the PNP leadership, and the LTO to effect a multi-pronged strategy that would ensure adequate law enforcement personnel to arrest recalcitrant colorum operators, and impound their vehicles," Jacob said, in a statement on Friday.

Jacob reportedly resigned over the issue of colorum buses being tolerated by some officials of the Department of Transportation and Communications.
Aquino said he has to meet with Jacob to validate the reason for his resignation. He said he would not comment yet until he has determined the circumstances behind the latter's action.
"I haven't had a chance to talk to him, and I would want to talk to him before I comment on that," the President said.
On his resignation, Jacob said: "Even as I have tried my best after almost two years in office, I have come to the conclusion that I cannot, under prevailing circumstances and by my standards, satisfactorily perform the functions as chairman of the LTFRB".
