And city officials, facing a federal mandate to reduce the amount of naturally occurring radium in its water - as well as threats of fines or even jail time for noncompliance - couldn't wait to build the $4.3 million plant.
"Had I known I would be retired by that time, jail might not have been a bad alternative," Weimerskirch said.
