John Cowan, who had represented the Canons ward since 1986, passed away after suffering a heart attack following a minor operation.
He led the Conservative Group on the council between 1999 and 2003, having previously held the title of Deputy Leader.
Cllr Susan Hall, the current Conservative leader, said: "He
was a dedicated councillor who worked tirelessly for the community, together with his
late wife Janet, who we very sadly lost in 2007.
