John Cowan, who had represented the Canons ward since 1986, passed away after suffering a heart attack following a minor operation.

He led the Conservative Group on the council between 1999 and 2003, having previously held the title of Deputy Leader.
Cllr Susan Hall, the current Conservative leader, said: "He was a dedicated councillor who worked tirelessly for the community, together with his late wife Janet, who we very sadly lost in 2007.
"John was a dear friend to so many people and was deeply loved. He we will be sorely missed and our thoughts are with his family at this incredibly sad time."
Mr Cowan held the office of Mayor of Harrow in 1994-95, attending over 550 engagements including the 50th anniversary of the liberation of Harrow's twin town, Douai.
"This is a tremendous shock," added Cllr Bill Stephenson, the Leader of Harrow Council. "John has been a very long and loyal servant to the people of Harrow and will be greatly missed."

John Cowan was one of the sweetest, most polite and gentle people that I have had the good fortune to know. He became a Councillor in 1986 at the same time as me and, politics aside, I have always regarded him as a friend. He was a true servant to Harrow and will be missed. My condolences to his family. He's gone to be with Janet.
