The chair of the Council of Governors Isaac Ruto said it was sad that some officers seconded by the national government to counties were unwilling to co-operate with governors and chief officers in regional governments.
"The governors will not hesitate to release staff from the national government who are not willing to work with the county governments.
Staff uptake should be on a willing basis and we are already releasing those who do not want to work with counties as we cannot force people to work under our systems," he
