In attendance were Commissioners Ira Tackel, Sharon Damsker, Jules Mermelstein; Robert Pesavento, Ronald Feldman and Stan Ropski.
· Mr. Tackel questioned the wisdom of doing the above at this juncture because the Board of Commissioners (BOC) has the authority to allocate funds however they wish from various cost centers. Mr. Tackel was in support of the Upper Dublin Medal Dinner, but objected to the donation of $2,000 and then having to pay $25 per person to attend the dinner. Mr. Tackel felt the Solicitor’s rates are exorbitant. When Mr. Bleemer said he receives a breakdown of all items covered under the Solicitor’s retainer, Mr. Tackel suggested negotiating an all inclusive number. He also felt that the Township Engineer’s fees should be similarly addressed. Mr. Tackel will continue discussions already begun with the Township Engineer. Mr. Tackel was in favor of increasing in-house engineering and reducing outsourcing. When Mr. Tackel asked if there is any way to reduce cell and Nextel costs, Mr. Bleemer said the Township already has a reduced rate. When Mr. Tackel suggested possibly sharing a building inspector with another municipality, Mr. Leonard explained that a study on the matter was done through the Consortium. - When Mr. Tackel suggested the hiring of two more part-time people to replace full-time personnel, Chief Thompson explained that to do so would not be helpful because of time required of the officers to appear in court. Mr. Tackel noted the request for $725,000 in the 2010 budget for architectural and engineering fees as well as start up costs for construction of a new fire station. - Mr. Tackel explained that Montgomery County provides 80% of tax dollars for walking paths and additional parks. Mr. Tackel noted that the Fleet Department has done an incredible job in trying to balance equipment purchases over the past 5 and 10 year periods. - Mr. Tackel said the Township has taken some of the interest to defer expenses in lieu of taxes. Mr. Tackel asked what the ramifications would be if the operating budget were cut down to $250,000. Mr. Tackel opined that the Township will probably have to dip into the reserves again. Mr. Tackel would really like to see increases in the real estate tax not to exceed 5%. Mr. Tackel motioned, with Mr. Pesavento seconding, to adjourn the meeting at 2:10 p.m. Ira S.
