Cuts could be avoided by a tax increase, but Henry
doesn't see that happening.
TennCare has a "very rich" benefits package and people are moving to the state to take advantage of it, Henry
said, and there is nothing the state can do about it under federal rules.
"In the absence of new taxes we would have to cut it back to the bare bones to make it go."

"We can imagine what some of those options can be - limiting prescriptions, limiting hospital stays, having co-payments and premiums that are actually enforced, actively going after fraud and abuse."
